JOB SUMMARY

The manager position will oversee the new facilities, its employees and be responsible for all related operations decisions. This position will oversee construction phases of the plants, collection and distribution projects, as well as the start-up, hiring for plant operations and maintenance personnel, and ongoing operations.

 

CORE RESPONSIBILITIES

  1. Wear the appropriate personal protective equipment (PPE).
  2. Oversees and directs the long-term and short-term planning, budgeting, operations and maintenance activities, personnel development and management, equipment management, new technologies research, and all resource and asset management; leads in an effective way in order to increase productivity, maintain and increase employee morale, provide professional growth opportunities, create a culture of safety and team work, and ensure staff focuses on excellent customer service on a 24/7 basis.  
  3. Coordinates with project managers, engineers, and contractors, including participation in design, construction, and planning meetings to ensure quality and functionality of final products.
  4. Supervises, including hiring, assigning work, scheduling, evaluating performance, and other personnel actions to ensure productivity and quality standards are maintained.
  5. Administers and directs purchasing contracts and provides regular status reports on project progress.
  6. Coordinates, facilitates, and manages the activities of laboratory, quality assurance and control sampling to ensure compliance with all federal regulations and state and local rules.
  7. Reviews and approves expenditures for water and wastewater treatment operations, including, but not limited to, the following:  utilities; equipment repairs; and other operations and maintenance expenses.
  8. Communicates with water and wastewater customers, regulatory agencies, consultants, contractors, and vendors. This includes participating in public meetings, testifying in court, and preparing progress reports to resolve problems, coordinate activities, and providing information on issues related to water and wastewater treatment operations.
  9. Participates in short and long-range planning for infrastructure and other projects to meet future demands and regulatory mandates, including evaluating repair and replacement of existing facilities, assesses equipment and facilities to ensure activities are timely completed and that all preventative and corrective maintenance activities are performed effectively.
  10. Represents BGICO’s water and wastewater utility within the TDS family of companies, including participating in management meetings, and other engagements as requested.
  11. Performs other work as needed or assigned.

 

REQUIRED SKILLS & QUALIFICATIONS

  • High school diploma or GED 
  • At least 10 years of experience in public works project management, utility operations, or a related field
  • At least three years of supervisory or lead project management experience including the responsibility for budget management and long-range planning
  • Ability to keep abreast of pending regulations and rules that may affect water and wastewater utility operations
  • Ability to supervise and lead personnel
  • Ability to apply codes, regulations, and basic utility principles during the design and review of plans and specifications for the construction of new water and wastewater utility systems
  • Ability to understand budget forecasting and financial administration
  • Ability to effectively communicate both orally and in writing with utility staff, consultants, contractors, governmental agencies, local municipalities, customers, and citizens  
  • Ability to create, review, and finalize technical and non-technical reports
  • Ability to establish and maintain effective working relationships

 

PREFERRED SKILLS & QUALIFICATIONS

  • Associate degree in any field plus at least 9 years of required experience above, including 3 years of stated supervisory or lead project management experience will meet the education and experience requirements.
  • Bachelor’s degree in a specified field plus at least 7 years of required experience above, including at least 3 years of stated supervisory or lead project management experience 
  • Master’s degree or higher in a specified field plus at least 5 years of required experience above, including 3 years of stated supervisory or lead project management experience will meet the education and experience requirements.
  • Knowledge of all applicable rules and regulations associated with the successful operations and maintenance of water and wastewater utility operations.  This includes, but not limited to, the following:  U.S. Environmental Protection Agency (EPA); Texas Commission on Environmental Quality (TCEQ); Travis County; and other applicable rules, regulations, and ordinances

 

REQUIRED LICENSES & CERTIFICATIONS

  • Valid Class C driver’s license
  • Safe driving record for the last three years
  • TCEQ Class ‘C’ license or higher for both water and wastewater utility operations, and wastewater collection Class ‘I’, or the ability to obtain within one (1) year of hiring
