The City of Richardson Engineering and Capital Projects Department comprises 31 professionals with a FY24 operating budget of $4.4 million. All City capital projects are run through the Engineering and Capital Project Department. This Department plans, prepares, and administers current and future Bond Programs; provides inspection for public works construction projects in the City of Richardson; and provides engineering and surveying support to other City Departments. They maintain and update the City of Richardson Standard Construction Details and elevation benchmarks. This Department also administers the local portion of the National Flood Insurance Program and coordinates federal, state, county, and local projects in the City of Richardson.
Under the general administrative direction of the Assistant City Manager, the Director of Engineering and Capital Projects manages and administers operations of the Engineering and Capital Projects Department. They oversee the capital improvement program by developing and reviewing infrastructure master plans; prioritizing the implementation of plans; facilitating the recruitment and hiring of staff, design professionals, and contractors; and coordinating activities with other departments and partner organizations.
The City of Richardson seeks a solutions-oriented, experienced leader to serve as its next Director of Engineering and Capital Projects. This position requires a bachelor’s degree in public administration, civil engineering from a university with an engineering program recognized by the Accrediting Board for Engineering and Technology, or a related field. A master’s degree is preferred. Candidates should also have at least ten (10) years of experience in civil engineering or project management including five (5) years of management or supervisory experience in a municipal or county government organization. Professional, administrative, and technical knowledge in Civil Engineering design, construction, and related fields is required. A licensed engineer is preferred but not required. Candidates should possess a Texas driver’s license and be licensed as a Professional Engineer for the State of Texas, or be able to obtain one within six months.
The City of Richardson is offering a competitive annual salary beginning at $175,000 dependent on qualifications and experience.
