Job Description:
The Sourcing Manager leads and directs the Company's procurement sourcing activities including commercial analysis, RFx (Request for Information, Request for Quote, Request for Proposal), proposal evaluation, award decision, contract negotiation, to ensure achievement of the best value to the Company. Position is located in San Jose, CA.
ESSENTIAL FUNCTIONS:
- Leads the sourcing team to collaborate with business functions in making and executing decisions on sourcing goods and services and negotiating contracts; acts as the primary point of contact with senior management to communicate major sourcing activities.
- Leads strategic sourcing effort for critical materials and services that have a major impact on business strategy and operations; oversees the negotiation, formation, and life cycle management of underground construction master contracts and other master service agreements in key spend categories such as engineering construction and professional services.
- Works with business functions to perform strategic sourcing studies and identify opportunities; determines current and future sourcing needs, provides advice and support regarding the best methods for fulfilling those needs, and monitors the ongoing effectiveness of those methods.
- Drives sourcing strategies for key spend categories through vendor negotiations, process improvements, and compliance. Develops performance measures that effectively evaluate sourcing strategy success.
- Develops strategic partnerships among key suppliers and business functions. Coordinates vendor relations and manages supplier performance collaboratively with internal stakeholders.
- Keeps abreast of best sourcing practices and takes steps to ensure that Company is implementing such practices where appropriate. Develop guidelines, policies, and standards for the sourcing of goods and services.
- Identifies, evaluates, and implements technology to support Sourcing practices and improve efficiency.
- Supports the Supplier Diversity Program Manager to increase utilization of diverse suppliers. Meets or exceeds the annual diverse spend target set by the California Public Utilities Commission.
- Manages sourcing staff, including prioritizing and assigning work, conducting performance reviews, and overseeing the development of staff.
- Oversees and reviews operating expenses for the team.
- Performs other similar duties as assigned.
MINIMUM QUALIFICATIONS:
- Bachelor's degree in Business, Finance, Engineering or related field and/or equivalent relevant experience.
- 10+ years of experience as a sourcing professional.
- 5-7 years of management experience with proven ability to coach and develop teams, motivate top performance, set stretch objectives, and evaluate performance against stated goals.
- Thinks strategically with Innovative mindset. Strong negotiating skills. Excellent oral and written communication skills.
- Strong interpersonal skills with the ability to build relationships with all parties inside and outside the organization.
- Certified Purchasing Manager (CPM) is a plus.
- Experience in utility or construction industry is a plus.
- Proficient in the use of Microsoft Office applications.
- Proficient in the use of an enterprise-wide procurement system.
- Valid California Driver License.
Salary Range: $117,400 - $221,900
