Job Description:

 

The Field Service Representative (FSR) encompasses the Operations Clerk, CSR 2 - 5, and Water Systems Material Specialist (Storekeeper) activities in the small districts (see Field Service Representative LOU 2018). The position is responsible for ordering, receiving, issuing, maintaining inventory, and oversight of Stores material; maintain the operations center yard and materials area; and preparing reports for Storeroom operations; performing clerical and statistical work in connection with Operation Office activities; providing face to face customer service with customers. Their responsibilities include processing payments, balancing cash drawers, and occasional meter reading.

 

Essential Functions - WSMS:

 

  • Order, receive, issue inventory, and control Stores material
  • Ensure distribution system materials meet Company, AWWA, and NSF Standards using proper storage technique
  • Prepare all necessary paperwork and reports
  • Prepare requisitions and annual blanket orders
  • Maintain materials in an orderly manner
  • Receive fuel for Company vehicles and maintain fuel usage records
  • Maintain maintenance records for vehicles and equipment. Operate and inspect forklift as necessary
  • Receive and maintain hazardous materials as required by law
  • Respond to and resolve inquiries from vendors, including updating vendor insurance documentation
  • Handle radio and telephone functions

 

Essential Functions - OC:

 

  • Prepare monthly reports pertaining to field operations
  • Prepare necessary forms for field operations including budget sheets, estimates, and completion reports
  • Prepare drawings to accompany forms, field measurements, and keep local plat sheets up to date
  • Handle Underground Service Alert messages
  • Handle radio and telephone functions
  • Operate computer and devices
  • Complete necessary paperwork and maintain company records
  • Obtain public agency permits

 

Essential Functions: CSR2:

 

  • Secure cash in safe or lock box, order money for cashier supply, prepare daily cash report, prepare bank deposit, balance and maintain petty cash supply
  • Complete service order work
  • Perform tasks associated with meter reading support for operations
  • Perform tasks associated with processing district payroll and reports to ensure accuracy
  • Perform tasks associated with the monthly summary, and all associated (including SOX) reports to ensure accurate accounting of local district activity
  • Provide customer service via all communication channels (written and verbal) addressing customer requests or inquiries concerning services, water quality and billing concerns
  • Schedule field representatives for service calls including turning off/on services, water quality and service disruptions, may include dispatching
  • Communicate with outside agencies and departments for service efforts
  • Provide information or direct customers to information regarding Company programs and services
  • Communicate between district and regional customer support center
  • Process customer service paperwork as necessary

 

Essential Functions: CSR3:

 

  • Cashier and process customer financial transactions
  • Provide customer service via all communication channels (written and verbal) addressing customer requests or inquiries concerning services, water quality and billing concerns
  • Schedule field representatives for service calls including turning off/on services, water quality and service disruptions
  • Sort and prepare inbound and outbound mail
  • Process customer service paperwork as necessary

 

Essential Functions: CSR4:

 

  • Cashier as necessary
  • Customer billings and collections/customer service
  • Edit meter readings
  • Operate all office equipment
  • Prepare cash reports
  • Type as directed
  • Prepare bank deposits
  • Customer orders
  • Answer phones
  • Enter data as required

  • Customer orders as necessary/customer service
  • Cashier as necessary
  • Enter data as required
  • File as directed
  • Operate all office equipment
  • Type as directed
  • Answer phones

  • Other duties as assigned

 

Minimum Qualifications:

 

  • A FSR must be able to effectively communicate with their supervisor, co-workers, contractors, and the public;
  • Have the ability to perform basic mathematic functions to calculate figures and amounts; have the ability to read and interpret documents such as safety rules, operation and maintenance instructions, and procedure manuals; and ability to write routine reports and correspondence
  • Must possess a High School diploma or equivalent, a valid California Class C Driver's license, and be insurable under the Company's policy
  • Forklift certification is required for operation when needed
  • A FSR must have an understanding and knowledge of basic computer operations including familiarity with Microsoft Suite (Word, Outlook, and Excel), and Capital Asset Mgmt. Program
  • Employee must be able to work without supervision and respond appropriately to feedback, evaluation, coaching, counseling, and/or discipline
  • The job entails an understanding and knowledge of water quality specifications for chlorine content, pH, water temperature, other essential water quality parameters, as well as National Pollutant Discharge Elimination Systems (NPDES)
  • A FSR must have an understanding and knowledge of procedures and protocol for box, meter, and lid repair; apply knowledge of meters and water system function to troubleshoot usage issues and quality inquiries
  • A FSR must be able to effectively communicate billing protocols and procedures, special programs and offers, and general field service delivery protocols
  • Must be able to demonstrate the ability to prioritize assignments and work in order of urgency and sensitivity
  • California State Water Distribution Operator II is required

 

Salary Range: $40.76 - $46.40
