Position Grade
Engineer I: Town Grade 126:  $91,862 - $147,899 dependent on qualifications.

Engineer II: Town Grade 128: $101,278 - $163,058 dependent on qualifications.
Both are exempt positions.
 
The purpose of this class within the organization is to coordinate Public Works activities related to the water distribution, sanitary sewer collection, and storm sewer systems with other divisions and agencies, prepare and administer Town public works contracts, and implement all Virginia Pollutant Discharge Elimination System requirements for compliance with State and Federal laws.

This class works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.


Work Schedule:
Monday through Friday 7:00 AM - 3:30 PM

Occasional Evening Meetings

Duties and Responsibilities

 

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
 
Essential Functions:
 
Administers the Town’s Municipal Separate Storm Sewer System (MS4) Program Plan and independently prepares all annual reports to ensure compliance with the Town’s Virginia Pollutant Discharge Elimination System (VPDES) Permit and other State and Federal laws. Includes implementing the Town’s Chesapeake Bay and other local Total Maximum Daily Load (TMDL) Action Plans. during the five-year permit period.

Performs highly technical design reviews for residential and commercial site plans, grading permits, subdivisions, hydrologic studies, rezoning applications, and specifications for compliance with Town code, regulations, and applicable standards. Coordinates with consultants, developers, and property owners throughout the plan approval, construction, and inspection process to ensure compliance with permits and approved documents.
 
Plans and manages design and construction projects related to the stormwater system, water distribution, sanitary sewer collection, and environmental programs including floodplain management, best management practices, and stream restorations. Includes performing diverse technical and managerial work in coordination with consultant engineering support staff and contractors. Coordinates project work with utility companies, affected businesses, residents, community groups, and other stakeholders.
 
Prepares and administers Town Public Works contracts including requests for proposals (RFP) for professional services and invitation for bids (IFB) for construction contracts. Develops and tracks project scope, budget, and schedule. Prepares reports, studies, design analysis and evaluations, contracts, and bid documents.
 
Identifies grant opportunities and prepares grant applications; assists with the administration of grant funding.
 
Assists with compliance and implementation of federal and state environmental and drinking water mandates and regulations.  Monitors key regulatory issues, keeps staff informed regarding new legislation and changes in regulations.
 
Assists in the development and implementation of the water, sewer, and stormwater capital improvement programs.
 
Performs professional, supervisory, and technical work in support of the planning and direction of daily operations of the Administration, Stormwater, Water and Sewer Divisions of the Public Works Department.
 
Supervises and leads a small team of an engineering technician, and administrative support staff as assigned.
 
Additional Duties:
Represents the department as directed before Council, Boards, Commissions, and citizen groups.

Responds to citizen inquiries and complaints, resolves concerns, and establishes priorities.

Uses Geographic Information Systems (GIS) for analysis and record keeping of water distribution, sanitary sewer collection, and storm sewer systems.
 
Inspects construction sites for compliance with approved erosion and sediment control plans to prevent adverse impacts to adjacent properties and receiving waters. Conducts field inspections at project sites; solves problems arising during the construction phase.

Performs field inspections and testing of the water distribution, sanitary sewer collection, and storm sewer systems.  

Performs related work as assigned.

Minimum Training and Experience

 

Any combination of the required experience, education, and training that would provide the essential knowledge, skills, and abilities is qualifying.
 
Requires a Bachelor's Degree in Engineering, Environmental Science, or closely related field.
 
AND
 
Requires two or more years of professional experience in the area of civil engineering, environmental science, construction management, site/utility/road design, or public works related planning and engineering, or closely related experience.

Special Certifications and Licenses:
Valid State driver's license.
 
Must have certification as a Dual (Stormwater Management and Erosion and Sediment Control) Combined Administrator within one year of hire.

Certified Floodplain Manger (CFM) is preferred.


To Qualify for Water Resources Engineer II 
Requires FOUR or more years of professional experience in the area of civil engineering, environmental science, construction management, site/utility/road design, or public works related planning and engineering, or closely related experience. 

Must have Professional Engineer (PE) License
