Senior Utility Worker

Under general supervision, performs advanced journey-level semi-skilled and skilled duties in the construction, installation, maintenance, repair and operation of the District’s water distribution systems, infrastructure and appurtenances; provides lead-level oversight and training to lower-level employees; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS  

A Senior Utility Worker provides technical oversight and direction to assigned distribution employees and performs the most difficult and complex construction, maintenance and operations tasks for the distri­bution systems. The Senior Utility Worker classification is distinguished from one of the Distribution Supervisor classifica­tions in that the latter has full supervisory and budgetary responsibility for the assigned portion of the Distribution Systems department.

ESSENTIAL DUTIES & RESPONSIBILITIES

·       Provides work guidance and direction to lower-level employees; participates in prioritizing workload and monitoring work of other employees for completeness, accuracy and conformance with District and departmental standards; provides information, instruction and training on work processes, proper uses of tools/equipment/machinery and safe work practices.

·       Leads and performs the most difficult work involved in inspection, troubleshooting, excavation, maintenance, repair, replacement and construction of potable water mains, service lines, valves, devices, hydrants, blowoff assemblies and related appurtenances; receives and carries out work orders to achieve timely completion, minimize impacts on customers and make effective use of crew resources; ensures timely completion of preventative, corrective and emergency maintenance and repair projects and work orders in accordance with District standards.

·       Accurately tracks and documents field related activities using the District’s maintenance management programs.

·       Evaluates assigned job sites to determine field conditions and requirements for needed equipment, materials, supplies and personnel; prepares documentation of work performed.

·       Maintains, rebuilds and adjusts distribution system pressure regulating stations, ensuring pressure zones and stations are operating correctly; rebuilds valve components, collects pressure data and performs flow tests and pressure checks; makes pressure and flow adjustments; adjusts and recalibrates valves using proprietary software.

·       Performs valve maintenance and repair; maintains records of valve performance; participates in valve turning and flushing programs; inputs data on valves in the District’s Geographic Information System (GIS and proprietary maintenance software.

·       Conducts maintenance and repair of distribution system pumps and motors; may lead the shutdown and draining of reservoirs for inspection, maintenance and repair.

·       Installs, troubleshoots, maintains and repairs water meters and automated meter reading system devices; may respond to customer calls and complaints involving water leaks, pressure and water-quality issues and water use/meter-reading concerns.

·       Builds and maintains positive customer-focused service processes and working relationships with coworkers, other District employees and the public using principles of good customer service.

·       Performs standby duty and follows the standby duty procedures, including the response time require­ment of 60 minutes.

·       Observes safe work practices and ensures that proper safety practices and procedures are followed.

·       Responds during emergency situations, as required, including those occurrences after normal work­ing hours.

OTHER DUTIES

·       May performs and respond to underground service alerts; locates District facilities.

·       Performs related duties as assigned.

QUALIFICATIONS

EDUCATION AND EXPERIENCE

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be graduation from high school or a G.E.D. equivalent and at least two years of semi-skilled/skilled utility work comparable to SFID’s Utility Worker II; or an equivalent combination of training and experience.

LICENSES, CERTIFICATES AND OTHER REQUIREMENTS:

A valid California driver’s license and the ability to maintain insurability under the District’s vehicle insurance program.

Possession of a California Department of Public Health Water Distribution Operators Certificate, Grade 3 (D3).
