Job Description:

 

The Water Resources Team is responsible for Cal Water's long-term water supply and operational reliability and performs a range of activities including reliability planning, relationship development, internal and external stakeholder communications, resource administration and tracking, new supply development, supply contracting, and facility master planning. The Water Resources Engineer is responsible for planning projects, including coordinating the preparation, review and completion of planning documents, such as Urban Water Management Plans, Annual Water Supply & Demand Assessments, Water Supply & Facility Master Plans, and Regional Reliability Studies; providing resources to, monitoring the progress of, and reviewing the work product of consultants contracted to prepare planning documents. The position supports the Company and Districts with the implementation of the Sustainable Groundwater Management Act (SGMA); prepares population growth and demand forecasts; reviews and prepares water supply and planning studies; assists in the development of new supplies; develops relationships and communicates with internal and external stakeholders. This position is located in San Jose, CA.

 

ESSENTIAL FUNCTIONS:

 

  • Creates and drives the development of water supply and operational reliability studies including Water Reliability Studies, Urban Water Management Plans, Water Supply & Facility Master Plans, and Annual Water Supply & Demand Assessments

 

  • Represents Cal Water's interests with our wholesalers in regional supply planning efforts (e.g., SGMA) and regional water supply projects (e.g. water reuse)

 

  • Manages complex analysis of specific factors affecting supply reliability including climate change and demand forecasting

 

  • Prepares annual delivery schedules, monitors water supply demands and water rights leases

 

  • Tracks and maintains database of water production values, and submits reports of production and facilities to State and local agencies, and other internal departments

 

  • Supports and drives special studies to evaluate water recharge, banking, and transfers as well as new water sources including Direct Potable Reuse (DPR), Indirect Potable Reuse (IPR), recycled water, and desalination

 

  • Provides support to management in the creating and negotiating of supply agreements and contracts and develops initial drafts

 

  • Evaluates land use planning; prepares population growth and demand forecasts; coordinates the creation of Water Supply Assessments (WSA's)

 

  • Develops and maintains relationships and contact with water suppliers, stakeholder groups, outside consultants, vendors, and city staff, agency staff, and regulatory personnel

 

  • Organizes, attends, and leads meetings with internal and external stakeholders to assess problems, determine solutions, and to represent Cal Water

 

  • Presents information in public forums to internal and external audiences

 

  • Reviews and approves specific capital funding projects and non-specific work orders with capital budget costs components utilizing the PowerPlan system

 

  • Assists in the preparation of the Company's annual capital budget, evaluating water resource management projects and programs

 

  • Participates in the Company's Public Utility Commission (PUC) rate case filings, including responding to data requests, participating in district tours and settlement negotiations

 

  • Researches and writes project justification documentation, including scope, project need, and alternatives, for proposed water system analysis and optimization projects in conjunction with Water Resources and District staff

 

  • Analyzes cost and schedule trends

 

  • Manages and communicates with project-specific contractors, consultants, agencies, and staff

 

  • Performs other duties as assigned

 

MINIMUM QUALIFICATIONS:

 

  • Bachelor's degree in Resource (Water) Management or Planning, Civil Engineering, Geography, Natural Sciences, or other closely related field required

 

  • Experience in water resources management and planning practices desired

 

  • Knowledge of water and waste water systems desired

 

  • Two years of increasingly responsible experience in Engineering capacity desired

 

  • Master's Degree or other advanced specialty certification desired

 

  • Engineering in Training Certificate (EIT) or Professional Engineering License (PE) desired

 

  • Project management professional (PMP) certification desired

 

  • Experience working with consultants and contractors desired

 

  • Excellent verbal and written communication skills with internal and external audiences

 

  • Ability to perform accurate engineering or water supply, demand, and reliability calculations

 

  • Ability to write clear and concise reports, business correspondence, and procedure manuals

 

  • Ability to effectively present information and respond to questions

 

  • Ability to communicate and maintain effective working relationships with those contacted in the course of work

 

  • Ability to make formal and informal presentations to a range of internal and external stakeholders

 

  • Ability to lead productive meetings, including meetings with outside agencies, and present in a public forum

 

  • Ability to read and understand general business periodicals, professional journals, technical procedures, or governmental regulations

 

  • Strong project management skills

 

  • Proficient in the use of Microsoft Office applications, including Word, Excel, and PowerPoint

 

  • Valid California Driver License

 

Salary Range: $108,981.80 - $143,867.71
