If so, the City of Portland Bureau of Environmental Services (BES) is seeking an Engineering Manager to lead the Sewer, Stormwater & Restoration Design Division in the Engineering Services group that may suit you:

 

The current Engineering Manager position leads the Sewer, Stormwater, and Restoration Division (SSRD), which is responsible for sanitary and combined sewer collection system, stormwater, and surface water restoration design projects. In addition, the division oversees programs to bring areas of the collection system to conforming sewer standards and to partner with private properties to reduce stormwater flows from entering the collection system. Sewer improvement projects range from rehabilitation of small sewer projects to large-diameter interceptors. Stormwater projects range from sump systems to large regional stormwater facilities. The SSRD works closely with the Construction and Inspection Division in Engineering to deliver projects.

 

With the bureau's Capital Improvement Program (CIP) shifting priorities over the next five years, the work of the division is changing. Leadership of this division will require dynamic skills that embrace this opportunity to develop a new organizational structure within Engineering Services that provides flexibility to adapt to a changing CIP, staff development opportunities, and succession planning that result in a resilient structure and engaged workforce. The Engineering Services leadership team, under the direction of the Chief Engineer, will be evaluating various organizational changes across each division in the coming months.

 

Additional Information:

The Engineering Services group includes 154 employees and is led by a Chief Engineer who oversees a Materials Testing Laboratory, a Business Operations team, and three Divisions (SSRD, Construction and Inspection, and Treatment & Pump Systems) focused on the design and construction of a wide range of assets including collection systems for sewer and stormwater, watershed restoration, treatment plants, and pump stations. This position would be primarily located downtown at the Portland Building.

 

The City of Portland recently organized the Bureau of Environmental Services (BES), the Water Bureau, and the Portland Bureau of Transportation (PBOT) under the Public Works Service Area. This position will play a vital role in organizational planning and workforce support and development as part of the Public Works Service Area and overall City effort.

 

What you'll get to do:

 

  • Lead and collaborate with senior management and front-line staff to achieve mission, goals, and performance measures.
  • Collaborate with senior management to prepare strategic plans and annual work plans; develop, implement, improve, and evaluate engineering programs, projects, workflow, methods, and work products in accordance with Bureau/Office plans, budgets, and policies; perform specialized financial, revenue, budgetary, and management studies and analyses.
  • Coordinate the development and completion of engineering, construction, and design project plans, designs, and standards; coordinate with project stakeholders to ensure operations remain on schedule and budget; direct, organize, supervise, review, and suggest revisions for project plans, design, construction, and management; manage staff, budget, schedules, and scope of projects.
  • Oversee and manage budget development and administration, including forecasting resources needed for staffing, equipment, materials, and supplies; monitor budget to actual revenues and expenditures and suggest mid-year adjustments.
  • Ensure project completion in accordance with work plans, and compliance with all applicable federal, state, and local laws, regulations, ordinances, codes, and policies, and Bureau/Office policies and procedures
  • Attend public meetings to assist with presentations, conduct community outreach, providing assistance to City Council, and respond to sensitive citizen and media questions, feedback, and requests for information.
  • Attract, develop, and retain diverse, highly competent, service-oriented staff that support the City's and Bureau/Office's mission, objectives, and service expectations; create and promote an equitable workplace that demonstrates an environment respectful of living and working in a multicultural society; ensure that employees are provided with guidance and opportunity to correct deficiencies and appropriate discipline procedures are implemented.

Applicants must specifically address and demonstrate in their cover letter and resume how their education, training and/or experience, meets each of the following minimum qualifications:

 

  • Knowledge and understanding of design and engineering theory, principles, practices, costs, construction techniques, trends, regulations, standards, equipment, and materials related to area of specialization or organizational unit
  • Ability to manage a multicultural workforce, promote an equitable workplace environment, and apply equitable program practices to diverse and complex City services.
  • Experience supervising and directing the work of non-technical, technical, professional, and supervisory staff.
  • Knowledge of information technology applicable to engineering, design, project management, and business aspects of the area of specialization or unit
  • Ability to establish and maintain effective working relationships with those contacted in the course of work; demonstrate tact, diplomacy, and patience, and gain cooperation through discussion and collaboration.

Additional Requirements:

Any combination of education and experience that is equivalent to the following minimum qualifications is acceptable.

 

Education/Training: Bachelor of Science degree from an accredited college or university in engineering, and engineering course work in the discipline related to the assigned Bureau/Office or organizational unit for some positions;

 

AND

 

Experience: Ten (10) years of progressively responsible experience in professional engineering, including three (3) years of supervisory experience.

 

Special Requirements and/or Qualifications:

Professional Engineering (PE) License, Oregon State Board of Engineering Examiners and Licensed Surveyors (OSBEELS). Specific licensure or certification in the appropriate field may be required for certain positions. A valid state driver's license may be required for certain positions.

 

Preferred Qualifications:

A Master's in Engineering Management or advanced degree in a related field.
