GENERAL FUNCTIONS:  

This Project Engineer is responsible for water and wastewater planning, design, and construction coordination and management, working with managers, operations staff, public officials and developers. The Project Engineer provides capital planning and ongoing financial and technical support to the assigned North Carolina Divisions and as directed by the Engineering Management.

RESPONSIBILITIES AND DUTIES:

  1. Prepare studies and reports to guide Company management in planning for future system needs and improvements for assigned divisions/systems.
  2. Work with Engineering Manager on coordination of monthly capital meetings with operational personnel, tracking capital and reporting to senior management on capital.
  3. Work with Engineering Manager on driver/coordination of the 5 year capital plan for assigned divisions/systems. Assists in the preparation of cost estimates for Capital Budget planning.
  4. Provides design, construction engineering, and cost estimates for selected capital and maintenance projects, utilizing both in-house and contract resources, as required. Maintains required project files.
  5. Responsible for designing of assigned projects (out of ordinary projects –tanks, boosters, lift stations, WTP projects, WWTP projects, regulating vaults, etc.).
  6. Prepares contract documents and specifications for capital projects, including new business applications.
  7. Modeling and 1st approval of all waterline and sewer projects.
  8. Utilizes Company’s Financial Information System and Capital Budget System for project authorization and project tracking.
  9. Setup on CBS for all assigned projects.
  10.  Coordinates project and design work with design-drafters, personnel of other departments, and/or contract resources, as required.
  11.  Responsible for submittal of any required permits and approvals.
  12. Negotiates/obtain easements, performs courthouse research, and supervises       preparation of descriptions.
  13. Performs contract and construction administration on selected projects.
  14. Participate in activities of various professional organizations, and attend seminars and training courses when necessary to maintain technical competency.
  15. Responsible for bidding, preparation and obtaining approvals for requisitions.
  16. Responsible for the processing of invoices.
  17. Completes all necessary paperwork needed for accounting to close the project.
  18. Responsible for Due Diligence for possible new acquisitions
Required Experience

This position requires a Bachelor of Science degree in Engineering with a minimum of 5 years of related experience, or a Bachelor of Science degree with a minimum of 5 years of direct experience in water and wastewater operations.

Registered Professional Engineer in North Carolina is required. Proficient with personal computers, particularly Microsoft Office products, databases, AutoCAD, ArcGIS and Water GEMS is preferred.

Must possess the ability to motivate oneself and others to accomplish required tasks, and the ability to work with people of diverse backgrounds; the ability to prepare clear, concise and grammatically correct written communication; the ability to analyze technical problems and organize work; the ability to work effectively with public officials and company staff and management; and the ability to establish meaningful, timely and attainable goals and effectively coordinate multiple projects
