The purpose of this position is to perform complex technical duties to support the Industrial Pretreatment and Wastewater Program. Develop wastewater discharge permits and facility fact sheets. Perform compliance inspections, provide technical assistance, and enforce the regulations of the Industrial Pretreatment Program. Provide support for data management for wastewater engineering that will include industrial pretreatment and water quality data for wastewater treatment facilities.

Position Status:  This is a full-time, regular, non-exempt position.

Work Schedule: The schedule for this position is M-F, 8 am to 5 pm

Union Status:  This position is covered by the provisions of an agreement between the City and the OPEIU Union.  Regular employees in this position are required to pay union dues.

Conduct data management and analysis for the Industrial Pretreatment and Wastewater Engineering programs.  Prepare reports and detailed analysis of water quality data. Perform routine billing of industrial customers, and provide support for wastewater projects and permit compliance.
Inspect industrial, commercial and institutional facilities to determine compliance with the Pretreatment Ordinance and discharge permit.  Develop site inspection reports to outline findings and corrective actions. Drive a City vehicle in a safe and appropriate manner between worksites.
Development of industrial wastewater discharge permits and facility fact sheets.  Review of federal Clean Water Act regulations, the City Pretreatment Ordinance, and program manuals to determine facility classification and discharge limitations.  Develop special permit conditions, site specific limits, and best management practices as needed.
Assist engineering and sewer operations staff with assignments, tasks and inquiries related to the fats, oil and grease (FOG) program. Assist engineering with environmental pollution reduction initiatives and wastewater treatment processes.
Perform routine Industrial Pretreatment program administration including data management, correspondence with industrial sewer customers regarding program requirements and enforcement, new development inquiries, filing, research, provide technical assistance to industrial sewer customers regarding wastewater treatment technologies and practices, training, and illicit sewer discharge investigation.
Provide detailed review of industrial wastewater discharge monitoring reports.  Evaluate compliance with federal and/or local discharge limitations.  Review analytical reports to determine representative sampling and quality of data.  Review facility spill plans to provide protection to City systems.  Review facility operation and maintenance plans to ensure effective treatment of wastewater.
Develop current industrial sewer customer business sector environmental education and outreach material focused on sanitary sewer pollution prevention practices.  The education material may include pamphlets, posters, hand-outs, web content, social media and other effective communication and outreach methods.
Perform enforcement actions during instances of non-compliance with the City's Pretreatment Ordinance.  Write non-compliance notifications with associated corrective actions.  Assess administrative and civil penalties as directed by the City Enforcement Response Plan.
Maintain current knowledge of regulatory, technical and program initiatives affecting the Industrial Pretreatment Program.
Perform review and analysis of industrial pretreatment systems of varying complexity, including drawings, engineering reports and field verification.
Perform related duties and responsibilities as assigned.
Minimum Qualifications

One (1) year of related experience in Industrial Pretreatment and/or Wastewater Engineering.

Equivalent to an Associate's Degree in engineering, chemistry, environmental science or related field.

Equivalent combinations of education and experience may be considered.

Computer Skills
In addition to the programs listed below, the candidate should have an intermediate skill level in Microsoft Access.
Intermediate skills in Microsoft Word, Excel, Outlook, PowerPoint, and Access

Required Licenses and/or Certifications
Ability to Obtain:
Pretreatment Facility Inspection certificate from California State University (correspondence course) within one year of hire.

Wastewater chemistry and ability to assess the effects of chemicals introduced to the wastewater collections and treatment system.
Pretreatment regulations contained in the Clean Water Act and contained in the Code of Federal Regulations.
Pertinent federal, state and local laws that pertain to water quality regulations
Modern office procedures, methods and computer equipment
Use of personal computers and basic software

Possess strong communication, problem-solving, and teamwork skills.
Perform site inspections of industrial facilities in an industrial manufacturing setting.
Perform technical research and solve multi-disciplinary engineering problems.
Compile field notes from site inspections and prepare detailed technical inspection reports that clearly outline site conditions and action items.
Review industrial wastewater discharge permit applications and engineering reports.
Review and interpret water quality data, including QA/QC information.
Effectively collaborate with local and regional environmental regulators to coordinate efforts and provide technical assistance.
Prepare and maintain technical engineering records and prepare comprehensive reports.
Operate a personal computer and appropriate software
Work in a manner consistent with the City of Vancouver's Operating Principles
Work and act as a team player in all interactions with other City employees
